Franklin Boulevard is acceptable if one is traveling via EMX and just okay by car, but is a nightmare for any other means. Traffic speeds are not enforced and it is not uncommon that I am passed by cars going 45-50 in the posted 35mph zones. The sidewalks are far too close to the streets with no buffer, forcing bicycles to ride on the sidewalk with pedestrians. In addition, there are apparently no regulations governing the “ride share” scooters that can currently be found dumped all over town; even though they have the potential to go much faster than a bicycle, the undergrads who use them frequently ride on sidewalks as well, adding to the congestion. Franklin could use a reduction in the number of car lanes; a dedicated two-way bike/scooter lane, better sidewalks, roundabouts to mitigate the flow of traffic, and pedestrian overpasses so that crossing the boulevard doesn’t feel like one is taking their life into their own hands. Events at the Matthew Knight Arena are an additional nightmare, thanks to the UO’s getting by without having to provide parking for events and offloading the burden of parking and traffic management to the surrounding neighborhoods (where I lived until May of this year). The Franklin/Villard intersection is a nightmare on event days, between the traffic and tour buses/touring semi trucks/etc. impeding traffic; I have many times been stuck behind a row of Uber/Lyft vehicles that have decided to simply pull over in the right turn lane on Franklin (approaching Villard from the west) to drop off passengers for especially large events.

Safety should be improved but this area should not become mainly residential or multi unit housing it should remain commercial operations

work on Franklin Blvd. I have seen vehicles doing 70 – 80mph down it but in my 9 months of working, not once have I seen any police pulling folks over. I have seen folks on e-scooters on Franklin Blvd. I have seen folks on e-scooters and e-bikes on the sidewalks at speeds that endanger pedestrians and no police. Eugene needs to get some dedicated traffic police who just write tickets. Now about the roundabout’s idea, I am not for them. With all the daily commuter traffic, there is a lot of semi trucks and heavy trucks along with all the construction work going on there are those trucks too. Some semi trucks struggle to get around a roundabout. A logging truck flipped over In Glenwood because of trying to navigate the roundabout there. If a semi flipped on Franklin it would create a Huge traffic mess. My suggestion … Get some police out there and if they need a good suggestion for a speed tap location I have one. Since they built Matthew knight arena, it seems too congested; difficult to get into P, C MARKET Of Choice , or Hirons; dangerous for pedestrians or bicyclists. Maybe we need more walkways overhead or underground methods of travel for bicyclists, pedestrians, people on skateboards, people on assistive devices The speed limit needs to be slower!!

Walking safety and biking can definitely improve because of heavy car traffic. Protected bike lanes

Franklin definitely needs some work. Roundabouts do not seem like the answer. The Harlow roundabout and Glenwood roundabout are some of the least safe parts of my commute because people do not know how to drive safely in them.

I live in the Laurel Hill Valley, and to ride bikes with my kids out of the valley along Franklin. It’s very sketchy.

I think that roundabouts in high traffic areas that include buses, pedestrians, bike riders, scooters, skateboards, etc. would be incredibly hazardous. I like the idea of slower speeds for autos is a great idea.

Besides making it safe and fit with current needs, please make it beautiful. The trees need grooming and we need new “Welcome to Eugene” sign. It’s embarrassing when you enter the city from that street.

There’s no bike lanes! Moving from one side of the road to the other is scary and unsafe! The sidewalks are too narrow to safely have a cyclist pass a walker! The cars parked on the side of the road block the view of cars driving of pedestrians! The parked cars block the view of pedestrians and cyclists who will want to cross crosswalks! The businesses along the road are difficult and unenjoyable to access! There’s a sign outside the 959 thats pointed at the sidewalk and says something to the effect of ‘Pedestrians – watch for cars exiting the parking lot’. Which is BullShit. I have a right to be on that damn sidewalk. It’s the CARS that need to watch for ME. Franklin is a road made by carbrains, for carbrains. In the year of our lord 2023, surely the city of Eugene, acclaimed as a bike and pedestrian accessible city, can do better. As far as on engagement, I’m not entirely sure how? Where is this being discussed?

I try to avoid shopping or driving in the area. It’s too congested and feels unsafe. Friends living near the university complain loudly about the 5 or so round-abouts they’ll have to deal with. They feel it will make it difficult to shop at Market of Choice, Hirons and WholeFoods. I must agree. I’ll stay away but I wonder how emergency vehicles will manage. Forget about going near Matthew Knight Arena if there is an event.

I would never walk or bike on Franklin- dangerous and unpleasant. I avoid it for driving (even though we live right off it) as the traffic and signalization make it a pain.

I support the goals of both Vision Zero and CFEC. I have no opinion about traffic circles nor the locations of turns off of Franklin. I am most concerned with creating a safe and attractive thoroughfare with clear delineations between cars and non-motorized user paths as well as trees for much-needed shade.

Traffic volume/congestion during event days is a big deal. Throngs of people crossing to and from parking is unsafe due to not obeying the pedestrian signals and 6+ lanes. It is unclear how are these issues going to be addressed by the mission statement.

Cars often speed or do not wait for pedestrians to cross villard. Often times cars speed way too close to sidewalks and do not respect busses or people walking.

The public engagement process has felt like box checking and is myopic in not extending further to the west. While I’m a fan of roundabouts, I’m not sure it is the most effective solution at each of the intersections as proposed to enable safe and efficient movement north-south, particularly given the large volume of pedestrians.

I feel Franklin Blvd functions perfectly fine. There are multiple lanes which keeps congestion down. Plenty of pedestrian paths and safe crossing locations. Bus island for those who commute by bus to safely and efficiently travel. My engagement with planned changes for Franklin has been that I attended a city event where I learned about the proposed design changes that are coming. I must say, whoever designed this doesn’t spend much time in the area. The amount of round-a-bouts is asinine. The round-a-bout that is furthest east is completely unnecessary. I believe this design is only going to create a less safe, more congested Franklin Blvd.. ESPECIALLY during events at Matt Knight Arena. I genuinely believe the City needs to revisit the design of Franklin because what is proposed is bad for the area and is going to be loathed by residents of the city.

It would be great if Franklin Boulevard had dedicated bike lanes so I felt more comfortable biking or having my teenagers bike. I commute from South Eugene to Downtown Springfield, so this would make my commute safer.

From being a gravel road to a major thorough fare it has seen some changes over the years, none recently. Some of the pavement going east, left lane needs attention. Sharing with bikes and mopeds is probably needed. The EMX seems to be working well on Franklin. Safety is good I believe. I have not seen many cars speeding on this road, there are some, generally feel safe.

Franklin is unsafe for bicycles and scooters. Bus access is good, but the pedestrian access doesn’t feel safe or enjoyable. The sidewalks must be awful for people with wheelchairs or other devices. Franklin is also very unattractive, and is one of the first roads that some visitors see. This stroad is poorly designed and doesn’t serve our community.

The pedestrian crosswalk near Patterson seems to be a recipe for disaster. I don’t know what can be done about it.
